Prepared in accordance with Section 51 of the Promotion of Access to Information Act, 2 of 2000 (PAIA)


1. Introduction

This PAIA Manual is prepared in accordance with Section 51 of the Promotion of Access to Information Act, 2 of 2000 ("PAIA"). The purpose of this manual is to provide information on the records held by BXE and to outline the procedure to be followed when requesting access to such records.

BXE is committed to transparency, accountability, and the protection of personal information in line with PAIA and the Protection of Personal Information Act, 4 of 2013 (POPIA).

4. Records Available Without a Formal PAIA Request

The following records are automatically available on the BXE website or upon request without submitting a formal PAIA request:

  • Policies published on the website




5. Records Available in Accordance With PAIA

BXE may hold the following categories of records, subject to PAIA provisions:

6. Grounds for Refusal of Access

Access to records may be refused in terms of PAIA if the request:

  • Infringes on the privacy of a third party

  • Contains confidential or commercially sensitive information

  • Poses a risk to security or system integrity

  • Is legally privileged or prohibited by law




7. Request Procedure

Requests for access to information must be made in writing and submitted to the Information Officer.

The request must include:

  • Full name and contact details of the requester

  • Sufficient detail to identify the record requested

  • The reason for the request (if required)

BXE will process the request within the timeframes prescribed by PAIA.


8. Fees

A prescribed fee may be payable before access to records is granted, in accordance with PAIA regulations. Fee details will be communicated to the requester upon receipt of the request.




9. Protection of Personal Information (POPIA)

BXE processes personal information lawfully and responsibly in accordance with POPIA.

Personal information is:

  • Collected for legitimate business purposes

  • Processed securely and confidentially

  • Not shared without consent unless legally required

  • Retained only for as long as necessary

This PAIA Manual is available:

  • On the BXE website

  • Upon request from the Information Officer




11. Updates to This Manual

This PAIA Manual may be updated from time to time to ensure ongoing compliance with legislative requirements.
